Position Summary

We are seeking a Volunteer Research Assistant Intern to assist with ongoing research into world leaders and their publicly stated positions on a range of political, humanitarian, and social concerns. This role will involve gathering, reviewing, and organizing information from credible sources, including speeches, interviews, press releases, and social media accounts. The successful candidate will help compile accurate and timely research to support GCPA’s reports, briefings, and analysis.


Key Responsibilities

  • Conduct research on world leaders, focusing on their opinions, policies, and positions on key issues.

  • Monitor credible media, government statements, and social media platforms for relevant updates.

  • Organize and catalog findings in GCPA’s research database.

  • Assist in drafting short research summaries and briefing materials.

  • Support the research team in verifying the accuracy and reliability of information sources.

Qualifications

  • Current student or recent graduate in Political Science, International Relations, Global Studies, or a related field.

  • Strong research, analytical, and writing skills.

  • Ability to identify credible sources and synthesize information clearly.

  • Interest in global politics,      diplomacy, and humanitarian issues.

  • Self-motivated, organized, and able to meet deadlines with minimal supervision.

Volunteer Grant Writer

Position Overview

We are seeking a Grant Writer to join our team and help expand GCPA’s global impact. The Grant Writer will identify funding opportunities, prepare proposals, and ensure our projects align with donor priorities. This is an excellent opportunity for an experienced grant writer with an interest in geopolitics and international relations to contribute to meaningful, global-scale work.


Key Responsibilities

· Research and identify grants from foundations, governments, and international organizations.

· Develop and write high-quality proposals, concept notes, and reports.

· Collaborate with program and research staff to articulate project goals, activities, and outcomes.

· Track submission deadlines, reporting schedules, and donor requirements.

· Maintain a database of proposals and funding opportunities.


Qualifications

· Minimum of 3 years of professional grant writing experience with a record of successful proposals.

· Bachelor’s degree required (International Relations, Political Science, Economics, or related field preferred).

· Good familiarity with geopolitics and global policy issues.

· Excellent writing, editing, and research skills.

· Highly organized, detail-oriented, and able to meet deadlines.

· Comfortable working independently in a remote, international team environment.


Location

Remote. GCPA is seeking to fill up to seven positions, with locations dispersed across Africa, the United States, the Middle East, Europe, and the Pacific.

Strategic Communications Specialist

Location: Dushanbe

Reports to: Program Director

Position Summary:

The Specialist leads the program’s communications and public outreach efforts, including the design of counter-narratives, visibility products, and behavior change messaging to support trust and resilience.

Responsibilities:

  • Design public awareness campaigns tailored to rural Tajik audiences.

  • Develop materials in multiple formats (print, radio, digital).

  • Support the creation of community-informed narratives that counter extremism.

  • Ensure alignment with donor branding and marking guidelines.

Qualifications:

  • Degree in Communications, Journalism, or related field.

  • Experience in SBCC (Social and Behavior Change Communication) or CVE campaigns.

  • Strong writing, storytelling, and visual design skills.

Government Liaison Officer

Location: Dushanbe (with regular visits to provincial offices)

Reports to: Program Director

Position Summary:

The Government Liaison Officer builds and maintains relationships with key governmental bodies, particularly those involved in security, justice, and community affairs. They facilitate information-sharing and ensure coordination with national policy frameworks.

Responsibilities:

  • Coordinate meetings and field visits with government stakeholders.

  • Monitor policy developments relevant to the program’s scope.

  • Provide insight into regulatory requirements and political sensitivities.

  • Support joint planning between authorities and communities.

Qualifications:

  • Bachelor’s or Master’s in Public Administration, Political Science, or Law.

  • 5+ years in government or liaising with government in an NGO setting.

  • Strong negotiation and diplomacy skills; fluency in Russian and Tajik required.

Monitoring, Evaluation, and Learning (MEL) Officer

Location: Dushanbe

Reports to: Program Director

Position Summary:

The MEL Officer is responsible for designing and implementing the program’s MEL framework, ensuring that data collection is ethical, participatory, and responsive to the program's needs. The MEL Officer leads the integration of feedback loops and adaptive learning.

Responsibilities:

  • Develop and maintain performance monitoring and evaluation systems.

  • Coordinate data collection, analysis, and reporting.

  • Conduct field monitoring and partner evaluations.

  • Support the generation of evidence-based lessons and best practices.

Qualifications:

  • Master’s in Development Studies, Public Policy, or related field.

  • 3–5 years’ experience in MEL roles on donor-funded programs.

  • Proficiency in participatory MEL tools and data visualization preferred.

Training & Curriculum Advisor

Location: Dushanbe (with periodic field visits)

Reports to: Program Lead

Position Summary

The Advisor will design culturally appropriate, literacy-sensitive training modules that focus on the early detection of radicalization, awareness of illicit activities, and response coordination. The role ensures content is participatory and locally owned.

Responsibilities:

  • Develop modular, locally tailored training content.

  • Train trainers and community leaders to deliver content effectively.

  • Integrate counter-extremism, civic awareness, and local reporting procedures.

  • Assess learning outcomes and revise curriculum accordingly.

Qualifications:

  • Master’s in Education, Instructional Design, Adult Learning, or other relevant field.

  • Demonstrated experience developing training for non-literate or rural audiences.

  • Familiarity with CVE, public safety, or community policing content preferred.

Community Engagement Specialists (3 Positions Available)

Location: Tajikistan (could include field-based/work in Khatlon, GBAO, Sughd, and elsewhere throughout the country)

Reports to: Program Lead

Position Summary:

Field-based specialists serve as the key link between local communities and the project team. They implement trust-building activities, facilitate dialogue sessions, and gather community input to refine program delivery.

Responsibilities:

  • Build and maintain relationships with local leaders, community groups, and youth networks.

  • Facilitate workshops, focus groups, and co-creation events with at-risk populations.

  • Monitor community perceptions and risks through participatory tools.

  • Feed insights back to the central team for adaptive management.

Qualifications:

  • Master’s degree in Social Sciences or relevant field; PhD preferred.

  • At least 3 years of experience working directly with rural communities.

  • Strong communication and facilitation skills in local languages.

Program Director, Tajikistan

Location: Dushanbe, Tajikistan (with regional travel)

Reports to: Executive Leadership

Status: Full-time, Project-Based (36 Months)

Position Summary

The Program Director will provide strategic leadership and oversight for the implementation of a community resilience program in Tajikistan. This includes managing donor relations, overseeing program delivery across all components, ensuring compliance with funder requirements, and coordinating between internal teams, implementing partners, and government stakeholders.

Responsibilities:

  • Lead overall program strategy, planning, and coordination.

  • Serve as the primary point of contact with the donor and ensure contractual obligations are met.

  • Supervise technical and operational staff, including field teams and advisors.

  • Monitor programmatic performance and financial accountability.

  • Represent the program in high-level meetings with national and international stakeholders.

Qualifications:

  • Master’s degree in International Development, Public Policy, or related field.

  • 8+ years of leadership in complex, multi-stakeholder development or stabilization programs.

  • Experience managing U.S. government-funded projects preferred.

  • Knowledge of Central Asian geopolitical dynamics; experience in Tajikistan strongly preferred.

Community Engagement and Resilience Program Lead

Location: Dushanbe, with frequent travel to field sites

Reports to: Program Director

Position Summary:

This role leads the design and implementation of community engagement, trust-building, and participatory mechanisms. The Program Lead oversees field operations, coordinates local partnerships, and ensures that community voices are integrated into all phases of project development and evaluation.

Responsibilities:

  • Design and manage local trust-building initiatives and reporting mechanisms.

  • Supervise field-based Community Engagement Specialists.

  • Coordinate stakeholder engagement strategies with civil society and traditional leaders.

  • Ensure activities are conflict-sensitive and inclusive of marginalized groups.

Qualifications:

  • Master’s in Sociology, Peacebuilding, Anthropology, or related field.

  • Minimum 5 years’ experience in community-based program delivery, preferably in post-conflict settings.

  • Fluency in Tajik and/or Russian strongly preferred.
